Entertainment Television, with Bar Rafaeli and Angelina Jolie placed second and third.
The list consists of actresses and models from across the six continents.
"Far from being a U.S.-centric list, you'll find a face, and body, from six continents," E! said in a statement.
Not surprisingly, the list includes three more Victoria's Secret models besides Kurkova: Giselle Bundchen, Adriana Lima and Heidi Klum,
Kurkova has recently been in the news because photographs of her posing on Miami Beach, on the eve of the Victoria's Secret Fashion show on November 15, showed her without a belly button.
"Kurkova does not have a belly button, due to an abdominal operation as an infant," clarifies the model's rep.
Kurkova, 24, will play the role of Cover Girl in Paramount's upcoming G.I. Joe.
She currently lives in New York City's TriBeCa district, is said to be dating Ukrainian professional boxer Wladimir Klitschko.
